This is a hex bolt with a flange (skirt-like brim) all the way around the hem of the head. Also called flange hex bolt or flange bolt. You can use tools such as box wrenches and box wrenches to apply force to the outside of the bolt to tighten it strongly. The flange provides a wide seating surface area and can suppress surface pressure, preventing bolts from sinking (seat surface sinking) and loosening when fastened with high torque.
