TE0808-04-09-2IB-S has the FPGA main board "TE0808-04-09EG-2IB UltraSOM+ module" mounted on the baseboard "TEBF0808-04" and a "Core V1 Mini-ITX enclosure". It is housed in a casing. It comes with a 400W power supply, two XMOD FTDI JTAG adapters, an 8GB micro SD card, a USB cable, and more, so you can immediately start running a Linux PC using UltraScale+ with just this device.
