Insulation of cables and equipment deteriorates over time, due to moisture, contact, etc. Eventually, a ``micro-ground fault'' occurs, in which a weak current that does not reach the operating level of a normal earth-fault relay flows, and an ``intermittent ground fault'' occurs, in which a ground fault occurs momentarily due to the development of a water tree. These symptoms cannot be detected using conventional insulation resistance measurements (meggering).
